Brief description

Lists all institutes the staff member can access, for selection as the active Working Institute context. Reached only at login (UC-IDP.07), when the staff member is assigned to more than one institute and has not yet set a default. A mandatory full-page gate — no dismiss/cancel option, since authentication has already succeeded by this point and there is nowhere sensible to cancel back to. Post-login switching (SUC-IDP-06) no longer opens this screen — it uses an inline top-bar dropdown with instant switching instead. An optional "Set as default" preference skips this login-time screen on future logins (SS-IDP.31).

Additional requirements

The institute dropdown must only include institutes the staff member is currently assigned to — no other institutes may appear.
