Specialization list page for Program Admin to manage online course bundles. Displays all Specializations in scope — filterable by tag / keyword. Includes Create, Edit (→ SCR-LMS.12) and Delete (→ SCR-LMS.13 dialog) actions.

Brief description

Confirmation dialog for deleting a Specialization. Checks active_enrollment_count first — if > 0: block and show block_message stating why deletion is blocked; if = 0: enable the confirm delete button.
