Learner list page for Super Administrators — shows all learners in the system. Admins can search and filter the list by name/email/phone, institute, account status, and registration date range, then click a learner row to view or manage their profile on the Learner Detail page (SCR-IDP.34). The table displays: full name, email, account status. If there are no learners in scope or a search returns no results, the system displays an empty state with a context-appropriate hint.

1. Super Administrator sees all learners system-wide. The institute filter is available to narrow results to learners affiliated with a specific institute. Requests for data outside the Super Administrator's scope are denied server-side.
2. Empty state has 2 variants: (a) No learners in scope (no active filters) → "No learners in scope yet"; (b) Filter/search returns no results → "No learners match the specified criteria" + clear_filters enabled.
3. If filter_registered_to < filter_registered_from → inline validation error "End date must not be earlier than start date"; do not send the request until the date range is valid.
