Brief description

The back-office user list page — the entry point of UC-IDP.14 (Manage Staff Profile), Super Administrator only. Program Administrator does not have access to this page (their staff management is UC-IDP.13, Manage Institute Instructors — institute membership only, no profile editing). Shows all user types (Instructor, Program Administrator, Super Administrator, Central Course Approver, Tag Administrator, Sale Administrator) across all institutions — no institution/staff-type scoping applies. Only accounts that have been activated (Active or Suspended) are shown — pending-invitation users are excluded. Each row shows full name, email, and account status, with a "View Profile" button to open the user's profile page (SCR-IDP.27). The list supports free-text search by name or email and filtering by account status.
