  • Embedded dialogs: SCR-IDP.48 — Institute Form (Add mode) · SCR-IDP.49 — Delete Confirmation
Brief description

The TVET Institution List page is the central management view for the Super Administrator to see all TVET institutions registered in the system. The page displays a searchable data table showing each institution's name, status (Active / Inactive), and the number of affiliated learners, with Edit and Delete buttons per row. The primary "+ Add TVET Institution" button at the top opens the Add Institution dialog (SCR-IDP.48). After returning from a successful add, edit, or delete, a success notification banner appears at the top of the page. If no institutions exist yet, an empty-state message is shown with a prominent "Add First TVET Institution" CTA button.

Fields
  • search_query "Search by name" — text · always · max 255
  • col_institute_name "TVET Institution Name" — text · lookup · always · read-only
  • col_status "Status" — enum [Active, Inactive] · lookup · fallback Active · always · read-only
  • col_learner_count "Learners" — number · computed · fallback 0 · always · read-only
Actions
  • add_institute "+ Add TVET Institution" — always · opens SCR-IDP.48 dialog · UC-IDP.23-A-1B-1
  • search "Search (on input change)" — always · UC-IDP.23-M-2
  • edit_institute "Edit" — always · per row · navigates to SCR-IDP.62 · UC-IDP.23-M-4
  • delete_institute "Delete" — always · per row · opens SCR-IDP.49 dialog · UC-IDP.23-A-4A-1
Additional requirements
  1. Empty-state message when the institution table is empty (no institutions exist, or no results match the current search); for the initial empty state, display a prominent "Add First Institution" primary CTA button.
  2. After returning from a successful add, edit, or delete operation, display a success notification banner at the top of the page to confirm the completed action.
  3. This page is accessible to Super Administrators only. All requests must pass authentication and role-based authorization via RBAC. [refs: NFR-10]
  4. The Status column displays the institution's current status as a badge (Active / Inactive). Inactive institutions are visually distinguished (e.g., greyed-out badge) so the administrator can immediately see which institutions are hidden from the learner registration dropdown.
↳ Embedded dialog: SCR-IDP.48 — Institute Form (Add mode)

The Institute Form Dialog is a shared create/edit form for institution data, opened as an overlay on the list page SCR-IDP.47 so the Super Administrator does not need to leave the list view. In Add mode (opened via the "+ Add TVET Institution" button) the form opens blank with status preset to Active and the dialog title reads "Add New Institution". Edit of an existing institution is now handled via the Institution Detail page (SCR-IDP.62).

  • institute_name "Institute Name" * — text · lookup · always · max 255 · must be unique across all institutes (case-insensitive)
  • requires_central_review "Two-Level Course Approval" — boolean · always · default false
  • status "Status" * — enum [active, inactive] · always · default active
  • save "Save" — enabled when required_fields_valid · UC-IDP.23-M-6, UC-IDP.23-A-1B-3
  • cancel "Cancel" — always
  • AR-1: When the system detects a duplicate institution name (AF 1B.3A in Add mode or AF 6A in Edit mode), display an inline error message immediately below the Institute Name field — e.g. "An institution with this name already exists." The Save button remains disabled until the user corrects the name to a unique value.
  • AR-2: The dialog title must reflect the current operating mode — "Add New Institution" in Add mode, and "Edit Institution: <Name>" (populated from the pre-fetched institution name) in Edit mode — so that the Super Administrator has clear context about which operation is being performed. [refs: NFR-04]
  • AR-3: The Two-Level Course Approval toggle defaults to off (unchecked) for new institutions. When enabled, course publish requests from instructors affiliated with this institution require Central Course Approver approval as a second level in addition to Program Administrator approval (SS-09). Changing this setting takes effect immediately for any course submission not yet completed; any subscriptions or approvals already granted remain unaffected. [refs: SS-09]
↳ Embedded dialog: SCR-IDP.49 — Delete Institute Confirmation

The confirmation dialog that appears when a Super Administrator initiates a delete action on an institution from the institution list. Displays the target institution's name and current number of enrolled learners. If the learner count is zero, Confirm Delete is enabled; if one or more learners are enrolled, Confirm Delete is permanently disabled with an inline warning.

  • institute_name "Institute" — text · from param.institute_id · always · read-only
  • learner_count "Enrolled Learners" — number · computed · fallback 0 · always · read-only
  • cancel "Cancel" — always · UC-IDP.23-M-1
  • confirm_delete "Confirm Delete" — enabled when learner_count == 0 · UC-IDP.23-A-4A-3
  • AR-1: When learner_count > 0, display an inline warning message explaining that the institution cannot be deleted while learners are enrolled, and that all learners must be transferred to another institution before the deletion can be performed.
