Additional requirements

submission_progress: denominator = CohortLearner count (is_all=true) or CohortAssignmentAssignee count (is_all=false)
Empty state: shown when there are no Assignments or the filter returns no results
Both Assignment sources (Author Course + Manage Asset) are displayed together in the same table
